Translation: Any Developer has latitude to self-design a Structure Plan (specific to their requirements), and to "future proof" that design, allowing for the proposed Abernethy/Adelaide upgrade! That design should consider what can work right now, but also anticipate that any upgrade, as above, will create an even more lucrative and viable future!
